The title is honest, it’s too small to judge it for lacking any concrete new theory and it seems that it wants dsvid be superficial.
If you’ve not yet read Graeber, and want to dip your toe into his work, this is a great place to start. One of the most striking discoveries of evolutionary anthropology has been that it is perfectly possible to have kings and nobles and all the exterior trappings of monarchy without having a state in the mechanical sense at all.
